Various supranational policy frameworks, such as the UN 2030 Agenda for Sustainable Development and the EU Green Deal, include calls to manage land and soil resources in a more sustainable manner and to reduce overall land consumption. Achieving these ambitions requires rethinking the governance of land use across government levels and policy domains.
The memo aims to:
Clarify key terminology related to land take;
Describe the broader policy landscape by summarising international and EU commitments and policies that emphasise a land sparing perspective;
Present an overview of how the Nordic countries currently facilitate reductions in net land take through planning and land use policies by outlining their strategic orientations and organising governance mechanisms according to the land take mitigation hierarchy of avoiding, reusing, minimising and compensating for land take.
The memo serves as a foundation for subsequent activities in the project. Specifically, the insights from the memo will guide a more detailed investigation of multi-level governance responses to the land sparing agenda in the Nordic countries and examination of sustainable land management practices in urban fringes and rural areas in different Nordic contexts.
