Nordic Toolbox for a Just Green Transition

A just green transition – why do we need a toolbox?

The Nordic Council of Ministers and the Nordic countries are committed to a green transition towards net-zero emissions which will impact all sectors and communities. This transition should be just, equitable and inclusive. All Nordic people should benefit from the opportunities of the green transition, with no groups or regions left behind.
To help policymakers ensure this, we have developed this Nordic Toolbox for a Just Green Transition. Based on discussions with civil society organisations and desk research, the toolbox describes key challenges, highlights possible solutions, and provides examples, tools and resources to help develop more inclusive and fair green transition policies. Additionally, our series of policy memos feature Nordic voices sharing their experiences, worries, and expectations. The toolbox offers practical information and inspiration to Nordic policymakers working with the green transition in various policy areas and contexts.

The Nordic Toolbox for a Just Green Transition is part of the NJUST (Not just a green transition) project, initiated and funded by the Nordic Council of Ministers and coordinated by Nordregio (2021-2024). Find out more about the project here.
The NJUST project has analysed green transition impacts and proposed strategies to mitigate potential negative effects of the green transition. Four target groups have been at the focus of the research—people who are unemployed or at risk of unemployment, older adults, children and youth, and people with disabilities. The Nordic Council of Ministers has identified these groups as potentially more vulnerable to the green transition.
The NJUST project has collaborated with various stakeholders, such as the Nordic Welfare Centre, the Nordic Civil Society Network, and the Council of Nordic Trade Unions. A steering group with representatives from the Nordic Council of Ministers and a reference group consisting of the members of the Nordic Expert Group for Sustainable Development have supported the project.
The Nordic Toolbox for a Just Green Transition was developed by Nora Sánchez Gassen, Lisa Rohrer, Anna Berlina, Louise Ögland, Carlos Tapia, Rebecca Cavicchia and Anna Lundgren. Kotryna Juškaitė and Louise Ögland were responsible for the layout.
