4. INCOME AND LIVING CONDITIONS

The right to live in dignity with access to the basic conditions needed for a decent life is set out in Article 28 of the UN Convention on the Rights of Persons with Disabilities, which includes protection against poverty and deprivation. The objective of reducing inequality, regardless of factors including disability, is also set out in the United Nations´ SDG 10.
Decent quality of life is also a priority area of the EU Strategy for the Rights of Persons with Disabilities 2021–2030.

The indicator on persons at risk of poverty by level of disability, shown in Figure 17 and Figure 18, is a strong candidate for inclusion in the Nordic Statistics Database. The graph in Figure 17 shows that in all Nordic countries, the share of persons with some or severe disabilities at risk of poverty is below the European average, except in Sweden, where over one third of persons with severe disabilities are at risk of poverty. Iceland has the lowest share of persons at risk of poverty across all categories.

Figure 18 shows the same indicator over time for persons with some or severe disabilities. According to the graph, the share of persons at risk of poverty has increased over time in both Sweden and the EU. Since 2012, this share has remained higher in Sweden than in the EU average.
