National Digital Inclusion Initiatives in the Nordic and Baltic Countries

This policy report is published as one of the outputs of the “Digital Inclusion in Action” research project. “Digital Inclusion in Action” is a two-year research project aimed at investigating the phenomenon of digital inclusion in the Nordic and Baltic region and how it is being addressed. “Digital Inclusion in Action” is led by Nordregio Research Institute in Stockholm in partnership between Nordregio, the Nordic Welfare Centre and the consultancy consortium Digital Europe. “Digital Inclusion in Action” builds on the Ministerial Declaration Digital North 2.0, 2021-2024 and a joint statement by the Nordic and Baltic governments on prioritising digital inclusion in the countries across the region. “Digital Inclusion in Action” is funded by the Nordic Council of Ministers, specifically the Ministerial Council for Digitalisation (MR-DIGITAL).

The Nordic co-operation is one of the world’s most extensive forms of regional collaboration, involving Denmark, Finland, Iceland, Norway, Sweden, and the Faroe Islands, Greenland, and Åland. Nordic co-operation has firm traditions in politics, the economy, and culture. It plays an important role in European and international collaboration, and aims at creating a strong Nordic community in a strong Europe. Nordic co-operation seeks to safeguard Nordic and regional interests and principles in the global community. Common Nordic values help the region solidify its position as one of the world’s most innovative and competitive.
